I served on the World Bank Host Team for the Leadership Progress in Foundational Learning (LEAP) Programme. This strategic exchange brought together over 50 delegates from 13 countries. The programme focused on a systems approach to education reform, specifically bridging the gap between national policy and school-level implementation. As part of the host team, Dr. Lee supported the delivery of technical sessions on school leadership and assisted country teams from Malawi, Rwanda, Pakistan, and Sierra Leone in identifying key policy levers to improve teaching practices and foundational learning outcomes.

Contributing to a high-level dialogue hosted by the World Bank,I joined global experts to shape the future of teacher development. The conference served as a critical platform for aligning international research with national policy, specifically focusing on the mechanisms required to support and scale a professionalized teaching workforce in diverse contexts.
The LIBROS Study: Book Supply Chains & Literacy

I presented findings from the USAID LIBROS study (Learning to Improve Book Resource Operational Systems) during the Global Reading Network's event, "Increasing Literacy through Access." Examining book supply chains in Cambodia, Honduras, and Rwanda, the study underscores that years of schooling alone are insufficient—consistent access to quality materials is the critical factor in developing foundational skills.

As an invited speaker for the Global Book Alliance (GBA) and Early Learning Resource Network (ELRN) webinar, Developing Books that Children Want to Read, I discussed strategies for book content development in underserved languages alongside a panel of publishers and literacy experts. I shared real-world approaches for navigating local publishing markets, conducting content testing, and utilizing the 100 First Books Framework to create inclusive, high-quality learning materials.

To celebrate International Literacy Day, the Global Book Alliance hosted a high-level event focused on closing the "global book gap." Dr. Jeongmin Lee joined experts from the World Bank, USAID, and UNICEF to discuss how sustainable book supply chains and the availability of teaching and learning materials (TLMs) directly impact literacy development in underserved communities.

As the Principal Investigator for the multi-country LIBROS study (Learning to Improve Book Resource Operational Systems), Dr. Lee co-hosted this national event to translate LIBROS study findings into operational reform for the Rwanda Basic Education Board. The convening brought together government officials, development partners, and publishers to address book supply chain bottlenecks. By facilitating a direct technical exchange between Rwandan officials and Cambodian research teams, the event drove immediate South-South policy learning and cross-country implementation strategies.
